There are three words in Turkish language may relate to Tartary Empire. First one is to tart (tart-mak in Turkish form) means to measure weight of something other one is tarti.
Tarti is the name of devices that measures weight of people or things.
And last one is tart-ismak. Tartismak means quarrelling or arguing with someone about something.
So ethimologic source of word tart may contain information about comparing and deciding one thing in therms of it's weight. I think People of Tartary Empire were giants so Turkish people maybe adopted the word Tartary and it changed to something related to weight in time...
